Frank Johnson
Former Unified labor negotiator dies after battle with cancer
RACINE - Frank Johnson was an award-winning negotiator. Not the kind you see yelling across tables in movies. The kind who's calm and collected, and gets the job done.
For 26 years, Johnson negotiated labor contracts as in-house legal counsel and employee relations executive director of the Racine Unified School District. Johnson died Monday from brain cancer. He was 71.
In his time with Racine Unified, documents show Johnson represented the district in more than 1,800 grievances and more than 300 arbitration hearings. He also successfully negotiated more than 70 collective bargaining agreements with seven bargaining units. Those bargaining meetings may have been successful but were not always easy.
Johnson served the district during years that included sick-outs and lock-outs. Johnson's son, Michael, even remembers times that people protested outside the family's home.
"That, for me, was a big eye-opener that teachers and my dad were not seeing eye-to-eye on some things," recalled Michael Johnson, now 38 and still living in Racine. He said despite what some may have thought, his father was not against teachers or schools. "He's always been a big public school supporter."
Frank Johnson's children attended public school and he supported them as they moved into education-related careers. Christopher Johnson, 36, of Oakland, Calif., teaches geology at a community college and Michael teaches biology at Case High School. "Back in the day Case was a pretty unionized school," Michael Johnson said. "There's a lot of heavy union guys that came out of there, and so when I came in people were surprised and thought it was ironic that Frank Johnson's son was a teacher at Case."
When Frank Johnson, originally of Ottawa, Kan., moved his family to Racine for the Unified job in 1980, district relations with the unions were bleak and "had a history of turmoil, resulting in a number of bitter strikes," according to a letter Frank Johnson wrote to Unified staff upon his retirement in 2006.
But Frank Johnson took the job anyway and those who have sat on his side and opposite him at the negotiating table say he helped smooth district-union relationship to what they are today.
"When Frank started, it was not as smooth as it is right now," said Del Fritchen, a former Unified assistant superintendent for human resources and former interim superintendent who worked with Frank Johnson for many years. "It was a little bit more aggressive and difficult. Frank was very instrumental in helping to bring more smoothness to that process ... he was never real flustered, never real up or down. He was very consistent. He was prepared. He knew his job well."
Fritchen said those qualities, coupled with the way Frank Johnson respected employee groups, made those groups respect him just as much.
"Over the course of decades, the (Racine Education Association teachers' union) worked closely with Frank on many issues important to teachers," wrote REA President Pete Knotek in a statement. "While Frank was a worthy adversary, numerous agreements were reached between the REA and RUSD during his tenure as the District's legal counsel."
On his last day as Unified's legal counsel, employees made a walkway to his car, lining his path for a standing ovation, said Keri Hanstedt, current Unified employee relations manager.
"That shows the kind of man he was. Never before has that happened," said Hanstedt, who was hired by Frank Johnson in 1991. "He watched out for everybody in a very tough job. He thought of every party involved and the ramifications of every decision ... first and foremost to the students."
Letters about Frank Johnson from RUSD officials, principals, attorneys and others repeatedly refer to his dedication to students and their rights. There's also much mention of his professionalism, integrity, dependability and calmness in stressful high-pressure situations, according to the letters, which successfully nominated Frank Johnson for an award he got in 2009 from the Wisconsin School Attorneys Association for distinguished service in school law.
"He was an incredible mentor," Hanstedt said. "He told you the things you needed to hear and guided you always toward taking the next step in your career."
